जुर्माना
ऐसा शायद ही कोई महीना जाता कि अल्लारक्खी के वेतन से कुछ जुर्माना न कट जाता। कभी-कभी तो उसे 6 रूपए के 5 रूपए ही मिलते, लेकिन वह सब कुछ सहकर भी सफाई के दारोगा मु. खैरातअली खाँ के चंगुल में कभी न आती। खाँ साहब की मातहती में सैकड़ों मेहतरानियाँ थीं। किसी की भी तलब न कटती, किसी पर जुर्माना न होता, न डाँट ही पड़ती। खाँ साहब नेकनाम थे, दयालु थे। मगर अल्लारक्खी उनके हाथों बराबर ताड़ना पाती रहती थी। वह कामचोर नहीं थी, बेअदब नहीं थी, फूहड़ नहीं थी, बदसूरत भी नहीं थी, पहर रात को इस ठंड के दिनों में वह झाड़ू लेकर निकल जाती और नौ बजे तक एकचित्त होकर सड़क पर झाड़ू लगाती रहती। फिर भी उस पर जुर्माना हो जाता। उसका पति हुसैनी भी अवसर पाकर उसका काम कर देता, लेकिन अल्लारक्खी की किस्मत में जुर्माना देना था। तलब का दिन औरों के लिए हँसने का दिन था, अल्लारक्खी के लिए रोने का। उस दिन उसका मन जैसे सूली पर टँगा रहता। न जाने कितने पैसे कट जाएँगे। वह परीक्षा वाले छात्रों की तरह बार-बार जुर्माने की रकम का तखमीना करती।
Scarcely a month went by that some fine or other was not deducted from Allarakkhi's wages. Sometimes, out of six rupees, she would end up with only five, and yet, for all she endured, she could never seem to escape the clutches of Munshi Khairat Ali Khan, the sanitation inspector. Under Khan Sahib's charge were hundreds of sweeper-women. No one else's wages were ever docked, no one else was ever fined, no one else was even scolded. Khan Sahib had a good name; he was known to be kind-hearted. And yet Allarakkhi, somehow, was forever catching his censure. She was not lazy, not disrespectful, not slovenly, not even plain-looking. In the depths of these cold nights she would go out with her broom a full watch before dawn and sweep the road with single-minded attention until nine o'clock. Even so, a fine would land on her. Her husband Hussaini, too, would take over her work whenever he got the chance, but it seemed to be Allarakkhi's fate to pay fines all the same. Payday was a day of laughter for everyone else, and a day of weeping for Allarakkhi. On that day her heart hung, as it were, upon a gallows — who could say how many paise would be cut this time? Like a student before an exam, she would go on calculating and recalculating, again and again, just how much the fine might come to.

उस दिन थककर जरा दम लेने के लिए बैठ गई थी। उसी वक़्त दारोगा जी अपने इक्के पर आ रहे थे। वह कहती रही, हुज़ूरआली, मैं फिर काम करूँगी, लेकिन उन्होंने एक न सुनी थी, अपनी किताब में उसका नाम नोट कर लिया था। उसके कई दिन बाद फिर ऐसा ही हुआ। वह हलवाई से एक पैसे के सेवड़े लेकर खा रही थी। उस वक़्त दारोगा न जाने किधर से निकल पड़ा था और फिर उसका नाम लिख लिया गया था। न जाने कहाँ छिपा रहता है? जरा भी सुस्ताने लगे कि भूत की तरह आकर खड़ा हो जाता है। नाम तो उसने दो ही दिन लिखा था, पर जुर्माना कितना करता है – अल्ला जाने! आठ आने से बढ़कर एक रूपया न हो जाए। वह सिर झुकाए वेतन लेने जाती और तखमीने से कुछ ज्यादा ही कटा हुआ पाती। काँपते हाथों से रूपए लेकर आँखों में आँसू-भरे लौट आती। किससे फरियाद करे, दारोगा के सामने उसकी सुनेगा कौन?
One day she had sat down, tired, to catch her breath for a moment. Just then the Inspector Sahib happened to come by on his tonga. She kept saying, 'Your honour, I'll get back to work in a moment' — but he paid no heed at all, and noted her name down in his book. Some days later the same thing happened again. She was eating a paisa's worth of sevra she had bought from a sweetmeat-seller, when the inspector appeared from who knows where, and her name was written down once more. Where does he keep himself hidden? The moment anyone pauses to rest, up he pops like a ghost. He had only written her name down twice, but only Allah knew how much the fine for it would come to — it might climb from eight annas to a whole rupee. She would go, head bowed, to collect her wages, and find rather more deducted than she had reckoned. With trembling hands she would take her money and come home with tears brimming in her eyes. Whom could she complain to? Who would ever take her side against the Inspector?
जुर्माना
आज फिर वही तलब का दिन था। इस महीने में उसकी दूध पीती बच्ची को खाँसी और ज्वर आने लगा था। ठंड भी खूब पड़ी थी। कुछ तो ठंड के मारे और कुछ लड़की के रोने-चिल्लाने के कारण उसे रात-भर जागना पड़ता था। कई दिन काम पर जाने में देर हो गई थी। दारोगा ने उसका नाम लिख लिया था। अब की आधे रूपए कट जाएँगे। आधे भी मिल जाएँ तो गनीमत है। कौन जाने कितना कटा है? उसने तड़के बच्ची को गोद में उठाया और झाड़ू लेकर सड़क पर आ पहुँची। मगर वह दुष्ट गोद से उतरती ही न थी। उसने बार-बार दारोगा के आने की धमकी दी, अभी आता होगा, मुझे भी मारेगा, तेरे भी नाक-कान काट लेगा। लेकिन लड़की को अपने नाक-कान कटवाना मंजूर था, गोद से उतरना मंजूर न था।
Today was payday again. This month her infant daughter, still at the breast, had come down with a cough and fever. The cold, too, had been bitter. Partly because of the cold and partly because of the child's crying and wailing, she had had to stay awake through the night. Several days she had been late getting to work, and the Inspector had noted her name down each time. This time, surely, half her wages would be cut — and if even half of it came to her, that would be a mercy. Who could say how much would be docked? At first light she picked up the child in her arms, took up her broom, and set out for the road. But the little wretch simply would not get down from her arms. Again and again Allarakkhi threatened her with the Inspector's arrival — he'll be here any moment, he'll beat me too, and he'll cut off your nose and ears as well. But the child was ready to have her nose and ears cut off sooner than she was ready to get down from her mother's arms.
जुर्माना
आखिर जब वह डराने-धमकाने, प्यारने-पुचकारने, किसी उपाय से न उतरी तो अल्लारक्खी ने उसे गोद से उतार दिया और उसे रोती-चिल्लाती छोड़कर झाड़ू लगाने लगी। मगर वह अभागिनी एक जगह बैठकर मन-भर रोती भी न थी। अल्लारक्खी के पीछे लगी हुई बार-बार उसकी साड़ी खींचती, उसकी टाँग से लिपट जाती, फिर जमीन पर लोट जाती और एक क्षण में फिर रोने लगती।
In the end, when neither threats nor coaxing nor caresses would make the child get down on her own, Allarakkhi set her down by force, left her there crying and screaming, and began to sweep. But the poor unfortunate thing would not even sit and cry her fill in one place. She trailed after Allarakkhi, tugging again and again at her sari, clinging to her leg, then rolling on the ground, and a moment later crying all over again.
जुर्माना
उसने झाड़ू तानकर कहा, 'चुप हो जा, नहीं तो झाड़ू मारूँगी, जान निकल जाएगी। अभी दारोगा दाढ़ीजार आता होगा...'
She raised her broom and said, 'Hush now, or I'll thrash you with this and the life will go out of you. That bearded devil of an Inspector will be here any moment...'
जुर्माना
पूरी धमकी मुँह से निकल भी न पाई थी कि दारोगा खैरातअली खाँ सामने से आकर साइकिल से उतर पड़ा। अल्लारक्खी का रंग उड़ गया, कलेजा धक्-धक् करने लगा। या मेरे अल्लाह! कहीं इसने सुन न लिया हो। मेरी आँखें फूट जाएँ। सामने से आया और मैंने देखा नहीं। कौन जानता था, आज पैरगाड़ी पर आ रहा है? रोज तो इक्के पर आता था। नाड़ियों में रक्त का दौड़ना बंद हो गया, झाड़ू हाथ में लिए निःस्तब्ध खड़ी रह गई।
The threat had not even fully left her lips when Inspector Khairat Ali Khan appeared right in front of her and got down from his bicycle. The colour drained from Allarakkhi's face, and her heart began to pound. Oh, my God! Surely he hasn't heard that? May my eyes go blind — he came right up in front of me and I never even saw him. Who could have known he'd come on a bicycle today, of all days? He always came on his tonga. The blood seemed to stop running in her veins; broom still in hand, she stood there frozen, unable to move.
जुर्माना
दारोगा ने डाँटकर कहा-काम करने चलती है तो एक पुछल्ला साथ ले लेती है। इसे घर पर क्यों नहीं छोड़ आई?
The Inspector scolded her. 'When you come out to work, you bring this tag-along with you. Why didn't you leave her at home?'
जुर्माना
अल्लारक्खी ने कातर स्वर में कहा—इसका जी अच्छा नहीं है हुजूर, घर पर किसके पास छोड़ आती...'
Allarakkhi said in a pleading voice, 'She isn't well, your honour — whom would I have left her with at home?'
जुर्माना
'क्या हुआ इसको?'
'What's wrong with her?'
जुर्माना
'बुखार आता है हुजूर!'
'She's running a fever, your honour!'
जुर्माना
'और तू इसे यों छोड़कर रूला रही है। मरेगी या जिएगी?'
'And you leave her lying about crying like this? Whether she lives or dies, is that it?'
जुर्माना
'गोद में लिए-लिए काम कैसे करूँ हुजूर!'
'How am I to work with her in my arms all the time, your honour!'
जुर्माना
'छुट्टी क्यों नहीं ले लेती?'
'Why don't you take leave, then?'
जुर्माना
'तलब कट जाती है हुजूर, गुजारा कैसे होता?'
'My wages get docked then, your honour — how would I manage to live?'
जुर्माना
'इसे उठा ले और घर जा। हुसैनी लौटकर आए तो इधर झाड़ू लगाने के लिए भेज देना।'
'Pick her up and go home. When Hussaini gets back, send him here to sweep in your place.'
जुर्माना
अल्लारक्खी ने लड़की को उठा लिया और चलने को हुई, तब दारोगा जी ने पूछा—मुझे गाली क्यों दे रही थी?
Allarakkhi picked up the girl and was about to go, when the Inspector Sahib asked, 'Why were you cursing me just now?'
जुर्माना
अल्लारक्खी की रही-सही जान भी निकल गई। काटो तो लहू नहीं। थर-थर काँपती बोली—नहीं हुजूर, मेरी आँखें फूट जाएँ, जो तुमको गाली दी हो।
Whatever little life was left in Allarakkhi went out of her entirely. Not a drop of blood left in her body. Trembling all over, she said, 'No, your honour — may my eyes go blind if I ever cursed you.'
जुर्माना
और वह फूट-फूटकर रोने लगी।
And she burst into tears.
जुर्माना
संध्या समय हुसैनी और अल्लारक्खी दोनों तलब लेने चले। अल्लारक्खी बहुत उदास थी।
That evening, Hussaini and Allarakkhi both set off to collect their wages. Allarakkhi was very downcast.
जुर्माना
हुसैनी ने सांत्वना दी—तू इतनी उदास क्यों है? तलब ही न कटेगी, कटने दे। अब की तेरी जान की कसम खाता हूँ, एक घूँट दारू या ताड़ी नहीं पीऊँगा।
Hussaini tried to comfort her. 'Why so downcast? So what if the wages get docked — let them be docked. I swear on your life, from now on I won't touch a drop of liquor or toddy.'
जुर्माना
'मैं डरती हूँ, बरखास्त न कर दे। मेरी जीभ जल जाए। कहाँ-से-कहाँ?'
'I'm afraid he might dismiss me altogether. May my tongue burn for saying it — but from what to what things have come!'
जुर्माना
'बरखास्त कर देगा, कर दे, उसका अल्लाह भला करे। कहाँ तक रोएँ?'
'Let him dismiss you if he wants to dismiss you — God bless him for it. How long can we go on weeping over it?'
जुर्माना
'तुम मुझे नाहक लिए चलते हो। सबकी सब हँसेंगी।'
'You shouldn't have made me come along for nothing. All the women will laugh at me.'
जुर्माना
'बरखास्त करेगा तो पूछूँगा नहीं कि किस इल्जाम पर बरखास्त करते हो? गाली देते किसने सुना? कोई अंधेर है, जिसे चाहे, बरखास्त कर दे। और जो कहीं सुनवाई न हुई तो पंचों से फरियाद करूँगा। चौधरी के दरवज्जे पर सर पटक दूँगा।'
'If he dismisses you, I'll ask him straight out — on what charge are you dismissing her? Who heard her curse anyone? Is this some kind of tyranny, that he can dismiss whoever he pleases? And if I get no hearing anywhere, I'll take the matter to the elders. I'll go and beat my head against the headman's door.'
जुर्माना
'ऐसी ही एकता रहती तो दारोगा इतना जरीमाना करने पाता?'
'If we all stood together like that, would the Inspector ever get away with fining us so much?'
जुर्माना
'जितना बड़ा रोग होता है, उतनी बड़ी दवा होती है, पगली!'
'The bigger the disease, the stronger the medicine has to be, you silly woman!'
जुर्माना
फिर भी अल्लारक्खी का मन शांत न हुआ। मुख पर विषाद का धुआँ-सा छाया हुआ था। दारोगा क्यों गाली सुनकर भी बिगड़ा नहीं, उसी वक़्त उसे क्यों नहीं बरखास्त कर दिया, यह उसकी समझ में न आता था। वह कुछ दयालु भी मालूम होता था। उसका रहस्य वह न समझ पाती थी और जो चीज हमारी समझ में नहीं आती, उसी से हम डरते हैं। केवल जुर्माना करना होता तो उसने किताब पर उसका नाम लिखा होता। उसको निकालकर बाहर करने का निश्चय कर चुका है, तभी दयालु हो गया था। उसने सुना था कि जिन्हें फाँसी दी जाती है, उन्हें अंत तक खूब-पूरी मिठाई खिलाई जाती है, जिससे मिलना चाहें, उससे मिलने दिया जाता है। निश्चय बरखास्त करेगा।
Even so, Allarakkhi's mind found no peace. A haze of gloom seemed to hang over her face. Why had the Inspector not flared up on hearing himself cursed — why had he not dismissed her on the spot? This she could not understand. He had even seemed rather kind, somehow. She could not fathom the mystery of it, and whatever we cannot understand is exactly what we come to fear. If he had only meant to fine her, he would simply have written her name down in his book. He must already have decided to throw her out entirely — that was surely why he had turned so gentle. She had heard that when a man is to be hanged, he is fed the finest sweets right up to the end, and allowed to meet whomever he wishes to meet. He was certain to dismiss her.
जुर्माना
म्युनिसिपैलिटी का दफ्तर आ गया। हजारों मेहतरानियाँ जमा थीं, रंग-बिरंगे कपड़े पहने, बनाव-सिंगार किए। पान-सिगरेट वाले भी आ गए थे। खोमचे वाले भी। पठानों का एक दल भी अपने असामियों से रूपए वसूल करने आ पहुँचा। ये दोनों भी जाकर खड़े हो गए।
They reached the municipality office. Thousands of sweeper-women had gathered there, dressed in bright colours, done up and adorned. The betel-and-cigarette sellers had turned up too, and the hawkers with their handcarts. A band of Pathan moneylenders had also arrived to collect their dues from their debtors. These two went and took their place among the crowd.
जुर्माना
वेतन बँटने लगा। पहले मेहतरानियों का नंबर था। जिसका नाम पुकारा जाता, वह लपककर जाती और अपने रूपए लेकर दारोगा को मुफ्त की दुआएँ देती हुई चली जाती। चंपा के बाद अल्लारक्खी का नाम बराबर पुकारा जाता था। आज अल्लारक्खी का नाम उड़ गया था। चंपा के बाद जहूरन का नाम पुकारा गया, जो अल्लारक्खी के नीचे था।
The wages began to be distributed. The sweeper-women's turn came first. As each name was called, the woman would hurry forward, take her money, and go off showering free blessings on the Inspector. After Champa's name, Allarakkhi's name was always called next. But today Allarakkhi's name seemed to have vanished altogether. After Champa, the name called was Zahooran's, whose place on the list came just below Allarakkhi's.
जुर्माना
अल्लारक्खी ने हताश आँखों से हुसैनी को देखा। मेहतरानियाँ उसे देख-देखकर कानाफूसी करने लगीं। उसके जी में आया, घर चली जाए, यह उपहास नहीं सहा जाता। जमीन फट नहीं जाती कि उसमें समा जाए।
Allarakkhi looked at Hussaini with despair in her eyes. The other sweeper-women began casting glances at her and whispering among themselves. She felt like simply going home — this mockery was unbearable. If only the earth would split open and swallow her whole.
जुर्माना
एक के बाद दूसरा नाम आता गया और अल्लारक्खी सामने के वृक्षों की ओर देखती रही। उसे अब उसकी परवाह न थी कि किसका नाम आता है, कौन जाता है, कौन उसकी ओर ताकता है, कौन उस पर हँसता है।
One name followed another, and Allarakkhi kept her eyes fixed on the trees in front of her. She no longer cared whose name was called, who went up, who was staring at her, who was laughing at her.
जुर्माना
सहसा अपना नाम सुनकर वह चौंक पड़ी। धीरे से उठी और नवेली बहू की भाँति पग उठाती हुई चली। खजांची ने पूरे 6 रूपए उसके हाथ पर रख दिए।
Suddenly, hearing her own name, she gave a start. She rose slowly and walked forward, taking each step as timidly as a new bride. The cashier placed the full six rupees in her hand.
जुर्माना
उसे आश्चर्य हुआ। खजांची ने भूल तो नहीं की? इन तीनों बरसों में पूरा वेतन तो कभी मिला नहीं। और अब की तो आधा भी मिले तो बहुत है। वह एक सेकंड वहीं खड़ी रही कि शायद खजांची उससे रूपए वापस माँगे। जब खजांची ने पूछा, 'अब क्यों खड़ी है, जाती क्यों नहीं?' तब वह धीरे से बोली, 'यह तो पूरे रूपए हैं।'
She was astonished. Had the cashier made a mistake? In all these three years she had never once received her full wages, and this time she had been ready to count even half as a blessing. She stood there a second longer, thinking the cashier might ask for the money back. When he said, 'Well, why are you standing there? Why don't you go?' she said quietly, 'But this is the full amount.'
जुर्माना
खजांची ने चकित होकर उसकी ओर देखा।
The cashier looked at her, taken aback.
जुर्माना
'तो क्या चाहती है, कम मिलें?'
'What, do you want less?'
जुर्माना
'कुछ जरीमाना नहीं है?'
'Isn't there any fine, then?'
जुर्माना
'नहीं, अब की कुछ जरीमाना नहीं है।'
'No, there's no fine this time.'
जुर्माना
अल्लारक्खी चली, पर उसका मन प्रसन्न था, वह पछता रही थी कि दारोगा जी को गाली क्यों दी!
Allarakkhi walked away, her heart light with joy — though she couldn't help regretting that she had ever cursed the Inspector Sahib.
